Looks like some kind of Engraellat, but then the XXl version.
The trail of gunpowder (mixed with delay SAS?) makes sure of ignition, and the guys with the stick make sure the trail does not fail or something?
 
The stick is used to fire black powder and the guys follows the "sparata" and in case of fail they touch again the powder!
