Potassium chlorate which is ruled by Chinese government is forbidden to use in fireworks, because it has a serious hidden danger and perhaps affects the report of Liuyang fireworks at the same time, so Liuyang government will roundly ban use of potassium chlorate since Sep. 1, 2007. Due to the cost of potassium chlorate is lower than potassium perchlorate so that many fireworks factories are inclined to use potassium chlorate. But because the stability of potassium chlorate is low and is easy to cause safety accident, thus the relevant departments of China have clearly ruled to ban using them since long time ago. But in order to decrease the cost and try to keep or exploit the market with low price, some fireworks factories get out of line to use potassium chlorate and therefore lead to the potential safety issues.

"But the prescription of potassium perchlorate is still not very good now ", some fireworks technicians said that, "If all adopt the potassium perchlorate as the composition of fireworks, the manufacturing cost certainly will increase and the market can't adapt the change in a short time."
